Don't turn on lights for surveilance cameras during the day

At the moment, the lighting plugin turns on all camera associated lights. This is not very helpful during the day.

Line 265++ in Lighting_Plugin.cpp should have an if-clause for NIGHT and DAY detection, and only turn on the lights if time of day is NIGHT.
